This joint political resolution is addressed to the EU institutions, as well as national and regional authorities.

The regions members of the platform: Mecklenburg-West Pomerania, Schleswig-Holstein, City of Hamburg (Germany), Warmian-Masurian Voivodeship, Pomeranian Voivodeship (Poland) and Kaliningrad Region (Russian Federation). The Shonen Region (Sweden) is as an observer.
